USN Special Projects Patrol Squadron (VPU) 2 “Wizards” had a spy


Lt. Cmdr. Edward C. Lin faces several counts of espionage and other charges outlined during a April 8 Article 32 hearing in Norfolk, Va. Lin had a career as a signals intelligence specialist on the Navy’s Lockheed Martin EP-3E Aries II reconnaissance aircraft.   The U.S. Naval Institute said Lin also had been a department head with the Special Projects Patrol Squadron  (VPU) 2 “Wizards” at Kaneohe Bay, a highly secretive group that flies specially-modified spy planes and has been known to change aircraft paint schemes and identifying numbers to blend in with other Navy planes.
Lin’s job on the Aries II, which bear a resemblance to the maritime surveillance and anti-submarine warfare P-3C Orion, was to manage the collection of electronic signals from the aircraft – a central coordinator. The specifics of how the U.S. gathers signals from potential adversaries are among the military’s most closely guarded secrets. Knowing the methodology for how the U.S. gathers signals intelligence – information that Lin would likely have with his Aries II experience – could allow adversaries to devise ways to counter U.S. monitoring.


[July 20 2014 RIMPAC gets four China navy ship participants and one spy ]


Chinese People’s Liberation Army Navy electronic surveillance ship Beijixing (pennant number 851). A ship of this class is currently off the coast of Oahu, monitoring RIMPAC 2014.  


 “This AGI is most likely to be the Type 815 Dongdiao-class intelligence collection vessel Beijixing (pennant number 851), home ported in the East Sea Fleet,” Erickson, an associate professor at the Naval War College said.

“Beijixing is the most experienced vessel from the PLAN’s [China’s People’s Liberation Army Navy ] most advanced class of AGI. Based on Internet photos and Japanese government and other media reports, Beijixing is China’s most well-traveled AGI, having operated frequently near and within Japan’s claimed Exclusive Economic Zone (EEZ).”   What’s strange about the Chinese ship monitoring RIMPAC from afar is four PLAN ships and their crews have already been included in most levels of the operation.   RIMPAC — held every two years — includes 50 ships, 200 aircraft and more than 25,000 military personnel from 23 nations. The exercises will run until August.

The U.S., which traditionally has maintained an impressive array of naval forces comprised of units of the Sixth Fleet, had decided to reduce its naval presence in the Eastern Mediterranean, but in view of the increased traffic -- from Russia, China and especially the Islamic Republic of Iran -- has now changed its mind and will retain a significant naval force in the area.
Regional security arrangements have changed considerably since the onset of the Arab Spring, and developments in the Middle East have enhanced Cairo’s role within the strategic framework. Reliable sources say the Muslim Brotherhood-controlled government has offered Washington “more than facilities” in order to ensure Washington’s continued support during the Muslim Brothers’ crisis-ridden bid to secure control over the state.
Officials at the US embassy in Cairo confirmed the impression of a continuing close relationship between Egypt’s Armed Forces, the US Defense Department and the administration in Washington.

China said it was sending a navy ship to protect its citizens being evacuated. The PLA Navy has just dispatched Xuzhou,F530, a Type 054 Jiangkai-II class missile frigate, from the ongoing seventh PLAN anti-piracy task force deployment off Somalia to steam to Libyan coast to provide support and protection for the ongoing evacuation mission there. The escort mission has been approved by the Central Military Commission, according to Xinhua, and at least 6,300 of the roughly 30,000 PRC citizens in Libya have been evacuated. Xuzhou incorporates many stealth features: sloped hull design; radar absorbent materials; and reduction of surface equipment and features.

 The first tanker that will carry LNG from Cheniere’s Sabine Pass terminal in Louisiana has arrived. Asia Vision, Owner Chevron San Francisco Ca, U.s.a. Gas carrier Maido was boarded by pirates Tuesday, October 26 from one skiff approximately 100 nautical miles south east from Dar Es Salaam, Tanzania, later in the evening they eventually abandoned it, after having been unable to get control over the crew who had locked themselves in.

Hartmann Reederei of Leer, Germany, confirms that its managed gas carrier Maido was boarded by pirates yesterday evening (Tuesday, October 26), at a position around 100 miles off the Tanzanian coast. Maido is now known to be safe, the pirates have left the vessel and there are no injuries among the 13 seafarers on board.

The vessel’s crew reacted promptly and professionally during the attack. The authorities, including the regional military command, were alerted immediately, Maido’s power systems were shut down and all crew took shelter in a designated secure area. Having failed to enter this area, the pirates left the vessel. Maido then continued its voyage.

The vessel flies the French flag and has a crew of three French nationals (including the Master), one Polish national and nine Filipinos. She had loaded a cargo of liquefied petroleum gas at Mauritius. The Master reported safe arrival at the planned discharge port of Dar Es Salaam this morning (Wednesday, October 27). During the attack, Maido suffered superficial damage from gunfire.

Greek shipowners not threatened by crisis

The leading Greek shipping magnates are John Angelicoussis, George Prokopiou, Peter Livanos and George Economou. Between them, they own almost 400 vessels.
Shipping is a source of pride and jobs for Greeks. It is the one area in which they unquestionably lead the world: their country’s merchant fleet is the biggest on Earth. Directly and indirectly, it is reckoned to give work to almost 200,000 people.
But the shipping business also provokes resentment. Greece’s 1967 constitution stipulates that the industry should pay no tax on the international earnings it brings into the country. And it has little to fear from either the debt crisis or an exit from the euro.
It’s not really affecting us because we’re not Greek companies: we’re based abroad,” said a tanker owner who requested anonymity in view of the sensitivity of the situation. “The law allows us to have a ship registered in Liberia or Panama and an office in Greece. If everything collapses, we can leave the next day and establish in Cyprus or wherever.

Our business is done in US dollars and shipping companies don’t just have one account in one country,” he said. So, the current financial problems there will not have any impact on Greece’s ship owners.

Somalia pirates: closing the barn door

Merchants Bank of California said it planned to stop wiring the funds to Somalia on February 6, following in the footsteps of a string of other banks that cut off the service since giants Wells Fargo & Co. and US Bancorp ended such transfers nearly a decade ago.
The one-office Carson bank had become a last resort for about a dozen money-transfer businesses that collect funds in U.S. offices and disperse them in Somalia, which has no connections to the international banking system or to such services as Moneygram and Western Union.

Somalia, once a bastion for piracy, has experienced a decline in ship hijackings. You might wonder what happened to most of the pirate leaders. The UN report has the answer: "To date, neither Mogadishu nor Puntland has seriously prosecuted and jailed any senior pirate leaders, financiers, negotiators, or facilitators." Some former pirates have become security guards for the unlicensed foreign ships illegally fishing on Somali waters. Pirates have always blamed these foreign ships for their own criminal acts of piracy. Now, the pirates have undergone a career change and are joining their arch enemies. Security protection in the high seas has become a booming business in Puntland validating the notion, "if you can't beat them, join them."

Periscope near Royal Navy’s submarine base at Faslane, with Russian squadron?




Maritime patrol aircraft (MPAs) from France, Canada and the U.S. conducted patrols in conjunction with British surface warships in the search for the submarine in late November and the first week of December, operating out of RAF Lossiemouth in northern Scotland.   The aircraft and supporting airlifters arriving around Nov. 26. The deployment appeared to end last December 6.

The incident began when a periscope was sighted in waters where U.K. and other submarines would normally surface as they head into or out of the Royal Navy’s submarine base at Faslane, home of the U.K.’s ballistic missile submarines.   On Nov. 28, the U.K. reported it was tracking four Russian warships passing through the Strait of Dover and into the English Channel heading out into the Atlantic. 

At the height of the operation, aircraft involved in the hunt included two U.S. Navy P-3 Orions, a single CP-140 Aurora from the Royal Canadian Air Force and a Dassault Atlantique 2 of the French navy. Also involved was one of the U.K.’s Raytheon Sentinel radar-reconnaissance aircraft.

They are not exercising in the Channel, as some Russian headlines would have us believe," he said.   German Chancellor Angela Merkel , on the eve of the November 30 Moldova elections warned Russia not to interfere in post-Soviet states, including Moldova.

The ships have both bow and stern doors for loading and unloading vehicles, and the 630 m² of vehicle deck stretches the length of the hull. The Udaloy class are generally considered the Soviet equivalent of the American Spruance class destroyers. There are variations in SAM and air search radar among units of the class. Based on the Krivak class, the emphasis on ASW left these ships with limited anti-surface and anti-air capabilities.

PNS Zulfiqar: attempted hijack of Pakistani frigate stopped

An attempt to hijack PNS Zulfiqar [a frigate purchased from China and inducted in July 2009] was stopped by guards.
The attack was carried out by the Tehreek-i-Taliban Pakistan (TTP), which said it had inside help.
 Karachi's naval dockyard is about four kilometres from the mouth of Karachi harbor.

Pakistan Navy — a 31,000-man branch of the military – has tried to keep the investigation in its sole control without sharing on the record information with civilian agencies

[November 2 2008 Saudi-supported Islamists against pirates?


Negotiations between the pirates and the ship's Saudi owners are being conducted through an interpreter on a satellite phone using an outside company that specialises in dealing with kidnaps and ransom demands. Blackwater Maritime Security Services, a division of the firm active in Iraq, is said to be sending it's 183 ft McArthur former NOAA research vessel to the Gulf of Aden from its base in Virginia.

Armed Islamic militants were angry pirates had attacked a ship owned by Muslims. The Sirius Star is owned by a Saudi-controlled company. "The Islamists say they will attack the pirates for hijacking a Muslim ship," an unnamed local tribal elder said. Militants have entered the port of Haradheere close to where the ship is moored . It is common for Somali pirates to booby-trap vessels they have seized raising the prospect of the Sirius Star being blown up if Islamists start a firefight with those who seized her. Meanwhile, unknown armed young men have started a fierce firefight in the capital. After the Mogadishu attack, another resident Dahir Mohamed said he had seen the bodies of 15 young men.
"They were unfamiliar faces in the our district, so we think they were the insurgents." The Islamists have not commented on the incident.

Albedo: boxship hijacked - last sailors ransomed 2014


























Sailors on a ship hijacked by Somali pirates nearly four years ago were finally released on June 7.   The exact circumstances of the release of the final Albedo crewmen is unclear. However, it is thought that the pirates may have been persuaded to accept a much lower ransom than originally expected.
The ship was among the cases receiving assistance from Colonel John Steed, a former British military attache to Kenya and United Nation's counter-piracy expert, who now runs the Secretariat for Regional Maritime Security, an organisation which specialises in dealing with Somalia's "forgotten" piracy cases.
last summer, the vessel sank in a storm, resulting in five of the crew drowning along with five of the pirates as they abandoned ship.
The 11 seamen released were then transferred to a ramshackle house near the Somali port of Hobyo, a notorious pirate haven, where they have been held ever since. They were expected to be flown to the Kenyan capital, Nairobi.
Guushaye, the pirate leader, and his gang initially demanded a ransom of $8-10M, but this was reduced to $2.85M for the ship and its crew. The shipowner appointed Ahmed Chinoy, chairman of Pakistan's Citizens Police Liaison Committee, to mediate between the pirates and the seafarers' families. After a campaign in Pakistan, Chinoy raised $1.1M, resulting in the release of Captain Jawaid Saleem and six other Pakistani crew members on 1 August 2012.   The pirate commanders "effectively ran off with the ransom money", sparking a dispute with the gang's investors, Hassan Hamarrow and Ahmed Sayruuq.

MV ALBEDO was hijacked by pirates approximately 900 nautical miles East of Mogadishu (Somalia) November 26.

The MV ALBEDO is Malaysian flagged and owned, The vessel was carrying containers and was bound for Mombasa from Jebel Ali in the United Arab Emirates (UAE). MALAYSIAN-based shipping line Majestic Enrich has started its first service of a Malaysia-Singapore feeder connecting Penang, Port Kelang (Northport and Westport) and Singapore.
The service will deploy one of its two 1,066-TEU renamed Albedo from Cape Ann, with CAPE Arago as yet unassigned.
The Majestic Enrich Company was incorporated on January 25, 2008 as a private limited company under the name of Majestic Enrich Sdn Bhd in Malaysia by Iranian shipping executives and on April 3 changed its name to Majestic Enrich Shipping Sdn Bhd.
The carrier will provide services between Malaysia, Singapore and India.

Big boxships too expensive to lay up































15 publicly traded container carriers in 2013 were at “a higher risk of financial distress than since the start of the financial crisis.” Carriers’ profits are now almost solely the result of cost-cutting. (Such as they are. The world’s top 15 container lines lost an estimated $1.1 billion between 2007 and 2012.)The average size of the modern-day containership is growing, with the largest vessels able to carry the equivalent of 9,000 forty-foot containers on a single voyage.Such behemoths are proving too expensive to lay up, resulting in fewer service withdrawals in 2013.

Liberia flagged.E.R. Lübeck, IMO 9222467, ex CSCL_Fuzhou.ex ER Fuzhou. ex ER evaded pirate attack in the Somali Basin some 450 nautical miles NE of the Seychelles in the late hours of 11th, stretching into the early hours of 12 March.

The Lübeck was en route to Salalah when it was attacked from the rear of the ship, with pirates opening fire with automatic weapons. The ship sustained some minor small arms fire damage to the funnel and crane forward of the ship’s bridge. All personnel are reported to be safe and well.

Maersk Alabama: last calls of guards found dead

Workers at Victoria International Casino described the men as jovial. They were eventually escorted out at 3 a.m. when the casino closed. “I told them, ‘Hey look, we need to close,’ ” Mr. Nanty said. “ ‘You have to leave.’ ” At 6 a.m., the police report noted, they returned to the ship. It was in Mr. Kennedy’s cabin, more than 12 hours later, that a ship security officer discovered the two men on Feb. 18. Mr. Reynolds was slumped on the bed, and Mr. Kennedy was lying face up on the floor, a syringe in his left hand, brown heroin powder in the room, according to police reports. Drug use was prohibited. [February 25] Two ex-Navy Seals found dead last week aboard the ship made famous in the film Captain Phillips died of respiratory failure after suspected heart attacks, Seychelles police have said Two American security officers have been found dead on the Maersk Alabama container ship, police in the Seychelles said February 19. Seychelles police identified them on February 20  as Jeffrey Reynolds and Mark Kennedy. The men, both 44, were found dead on February 18 "A postmortem will be carried out this week in order to establish the cause of their sudden deaths," police said, adding that the police investigation is ongoing. The 500-foot Maersk Alabama was targeted by Somali pirates in an attempted hijacking off the east coast of Africa in 2009. The 2013 film "Captain Phillips" is based on the incident. Reynolds and Kennedy worked for Trident Group, a Virginia-based maritime security services firm. The company's president, Tom Rothrauff, said the men were former Navy SEALs. "It's bizarre. Of course, it's a shock. They're all great guys," Rothrauff said. "I'm absolutely clueless as to what happened." 

Frank Peake, The former president of Sea Star Line LLC, was sentenced to serve five years in prison and to pay a $25,000 criminal fine for his participation in a conspiracy to fix rates and surcharges for freight transported by water between the continental United States and Puerto Rico. As a result of the ongoing investigation, the three largest water freight carriers serving routes between the continental United States and Puerto Rico, including Peake’s former employer Sea Star, have pleaded guilty and been ordered to pay more than $46 million in criminal fines for their roles in the conspiracy.

Sea Star pleaded guilty on Dec. 20, 2011, and was sentenced by Judge Dominguez to pay a $14.2 million criminal fine. Sea Star transports a variety of cargo shipments, such as heavy equipment, perishable food items, medicines and consumer goods, on scheduled ocean voyages between the continental United States and Puerto Rico.

Peake and five other individuals have been ordered to serve prison sentences ranging from seven months to five years. Additionally, Thomas Farmer, the former vice president of price and yield management of Crowley Liner Services, was indicted in March 2013 for his role in the conspiracy and is scheduled to go to trial in May 2014.In 2009, two former Sea Star executives and three former Horizon Lines employees were sentenced as a result of the price-fixing investigation. Peter Baci, who had been senior vice president at Sea Star Line, received the stiffest punishment with a four-year prison sentence and $20,000 fine.

Billy Ray has been tapped to pen Columbia Pictures' Somali pirate pic.

Based on true events that unfolded earlier this year, the untitled film centers on captain Richard Phillips, who was held hostage by four Somali pirates and was subsequently rescued by a group of Navy SEALs.

Col picked up the cargo ship captain's life rights in May, weeks after his dramatic capture by armed Somali pirates, his attempted escape and eventual rescue. At the time, the studio also optioned the film rights to Phillips' upcoming memoir, "A Captain's Duty: Somali Pirates, Navy SEALs and Five Dangerous Days," which will be published in April by Hyperion.

Michael De Luca, Kevin Spacey, Dana Brunetti and Scott Rudin are producing.

Ray's recent writing credits include "State of Play," "Flightplan" and "Breach," the last of which he also directed. He is currently writing "Gears of War" for New Line and "Motorcade" for DreamWorks.

Gemini: four South Korean sailors ransomed





"The four Korean crew members of the MT Gemini have been released," the Korean Foreign
Ministry said in a statement, adding the sailors were being taken to safety aboard a South Korean navy ship.
The release followed an agreement between Singapore firm Glory Ship Management which owns the MT Gemini and the pirates, it said without elaboration.   The foreign ministry official as saying that the ministry had assisted in ransom talks between the boat's owner and the pirates, but declined to say how much had been paid for their release.

Free Goddess: freed after USD $2.3 ransom


the ransom amount was $2.3 million. The pirate group initially wanted $9 million, but negotiations resulted in a lower amount. The ship's owners, Free Bulkers SA, did not comment about the ransom payment claims.

[February 2]UKMTO received a call from the CSO of Free Goddess stating that he could not contact the vessel. The Free Goddess was en route from Adabiya, Egypt to Singapore, carrying 19,475 mt of steel cable with a crew of 21 Filipinos on board. The vessel is not responding to any calls. UKMTO Dubai also administers the Voluntary Reporting Scheme, under which merchant vessels are encouraged to send regular reports, providing their position/course/speed and ETA at their next port whilst transiting the region bound by Suez, 78°E and 10°S. UKMTO Dubai subsequently tracks vessels and the positional information is passed to CMF and EU headquarters.

FreeSeas Frees Up Cash For Acquisitions 03.24.09
FreeSeas has secured waivers on its debt and refinanced an existing credit facility, and with its newfound financial freedom, it wants to do some bottom feeding.
FreeSeas (nasdaq: FREE - news - people ) Chief Executive Ion Varouxakis made a bullish call on the dry-bulk market, saying the waivers on $153.0 million in debt will allow it to take advantage of plunging asset values in the market. The company also refinanced the existing credit facility for its vessel the Free Maverick. "These modifications to our loan agreements, coupled with recent charter announcements, have provided FreeSeas with a greater level of operational and financial flexibility," said Ion Varouxakis.
"To a lesser extent, we believe these waivers position us for growth as we see unprecedented opportunities for acquisitions at current market prices."
FreeSeas is taking a more aggressive stance than its rival Diana Shipping, which last month said it would wait until asset values dropped further before jumping into any acquisitions.
Meanwhile, FreeSeas said it agreed with Hollandsche Bank - Unie N.V. to refinance a balloon payment of $27.1 million due Aug. 1 on the loan for its ship Free Maverick. The balloon payment will be replaced by a new three and a half year facility, which is payable through 13 quarterly installments of $600,000 beginning on Aug. 1, and one installment of $19.3 million payable on Nov. 1, 2012, the company said.

Anti-Piracy: Australian African Global Investments

Saracen and Sterling Corporate Services train and equip the largest militia group in Somalia -- essentially a private army for the president of Puntland.   In the semi-autonomous Puntland region, they built a force of more than 1,000 men equipped with planes, helicopters and more than 80 vehicles. Funding of around $50 million came from Abu Dhabi. Somali tribal leaders, and the South Africans training the force, claim it is an anti-piracy coast guard.      

 Mr Lafras Luitingh registered the company - Australian African Global Investments - in 2006. It has branches in South Africa, Uganda and other African countries and is involved in logistics, transport and chartering planes and ships. The Australian company was registered by Taurus Financial Services [Gordon Hatch] in Sydney. "
 The men behind Saracen and Sterling are mostly former South African mercenaries and prominent among them is Mr Luitingh.














[January 20, 2011]Saracen International is training a anti-piracy army in the semi-autonomous region of Puntland — and being financed by an anonymous Middle Eastern country.

Several people with knowledge of Saracen’s operations confirmed that the country is the United Arab Emirates.
Saracen International is a private security company based in South Africa, with corporate offshoots in Uganda and other countries. The company was formed with the remnants of Executive Outcomes, a private mercenary firm composed largely of former South African special operations troops that operated throughout Africa in the 1990s.

The company makes little public about its operations and personnel, but it appears to be run by Lafras Luitingh, a former officer in South Africa’s Civil Cooperation Bureau, an apartheid-era internal security force notorious for killings of opponents of the government.According to a report by the African Union, an organization of African states, Erik Prince, the founder of international security giant Blackwater Worldwide, provided initial funding for a project by Saracen International to win contracts with Somalia’s embattled government. Mr. Prince moved to the United Arab Emirates late last year.
The Somalia coastline is 3,025 km. This includes the the total length of the boundary between the land area (including islands) and the sea. Somalia’s coast is equivalent to the distance from the tip of Maine to Jacksonville, Fla.



In response to requests for an interview with Prince, his spokesman e-mailed a brief statement that the Blackwater founder is interested in "helping Somalia overcome the scourge of piracy" and has advised antipiracy efforts. Spokesman Mark Corallo said Prince has "no financial role" in the project and declined to answer any questions about Prince's involvement.

No reports on sum of the ransom, Ukrainian Ministry of Foreign Affairs don’t say if it was paid, though there are little doubts about it. The [Italian]foreign ministry denied the government had paid ransom and said the liberation was the result of "constant pressure'' on Somali authorities, the chemtanker was carrying caustic soda from the United Arab Emirates to the Mediterranean.    Demand for caustic soda declined by around 260,000 tonnes in the second half of 2011 because of shutdowns in the global alumina industry, according to an industry source.

The 28-strong crew of a Chinese cargo ship seized by pirates in the Gulf of Oman off Iran's coast have been rescued, China's state media say, citing the nation's embassy in Tehran:

A Chinese cargo ship has been hijacked by pirates in the Gulf of Oman. Xinhua news agency said the vessel was attacked this morning near the Iranian port of Chabahar. The Chinese embassy in Iran has initiated an "emergency" operation aimed at rescuing the ship and crew. It offered no other details including the nationality of the hijackers. IRANIAN commandos reportedly stormed the bulker that had been hijacked by pirates off the Maldives.    MV Eglantine was seized over 2,000km away from the pirate hotspot of Somalia.   Indian and Maldivian Navies are shadowing MV Eglantine the hijacked Iranian-owned Bolivian-flagged cargo ship drifting in the Indian Ocean. The ship was seized by Somali pirates late on 26 March 2012 off Hoarafushi Island in the Maldives. The ship is loaded with Brazilian sugar for Iran and was making passage to the Bandar Imam Khomeini port in Iran
