United States and European Union revoke sanctions on Iranian oil exports



The United States and European Union on January 16 revoked sanctions that had cut Iran's oil exports by about 2 million barrels per day (bpd) since their pre-sanctions 2011 peak to little more than 1 million bpd.

Iran, a member of the Organization of the Petroleum Exporting Countries (OPEC), issued an order on January 18 to increase production by 500,000 bpd, the country's deputy oil minister said.

The following activities are allowed: sale, supply, transfer or export of naval equipment and technology for ship building, maintenance or refit, to Iran or to any Iranian persons engaged in this sector; the design, construction or the participation in the design or construction of cargo vessels and oil tankers for Iran or for Iranian persons; the provision of vessels designed or used for the transport or storage of oil and petrochemical products to Iranian persons, entities or bodies; and the provision of flagging and classification services, including those pertaining to technical specification, registration and identification numbers of any kind, to Iranian oil tankers and cargo vessels.
All cargo flights operated by Iranian carriers or originating from Iran have access to the airports under the jurisdiction of EU Member States.
Inspection, seizure and disposal by EU Member States of cargoes to and from Iran in their territories no longer apply with regard to items which are no longer prohibited.
Provision of bunkering or ship supply services, or any other servicing of vessels, to Iranian owned or Iranian-contracted vessels not carrying prohibited items is allowed; and the
provision of fuel, engineering and maintenance services to Iranian cargo aircraft not carrying prohibited items is permitted.


[May 1 2013 IRISL: new Iran sanctions by U.S. Treasury]


Babak Zanjani, chairman of more than 60 companies known as the Sorinet Group of the United Arab Emirates allegedly conspired with First Islamic Investment Bank of Kuala Lumpur, Malaysia as  accused violators of the Iranian sanctions.
Two Sorinet companies -- Sorinet Commercial Trust Bankers of Dubai and International Safe Oil of Labuan, Malaysia -- were named by the Treasury Department as allegedly being involved in the multibillion-dollar scheme .   Account International Safe Oil was previously reported to be involved in the transfer of Iranian oil at the port of Labuan, Malaysia

Glammarine agreed to let a company called Account International Safe Oil use the Titan Ruchira and Titan Tulshyan to store 4 million barrels of Iranian oil, shipping sources said. Account International is not registered in Malaysia or Hong Kong.   A Middle East industry source familiar with the company said Account International was an affiliate of the National Iranian Oil Company (NIOC). A second source based in East Malaysia said the firm had business links to HK Intertrade, a Hong Kong-based firm sanctioned by the United States in July for operating as a front company for Iran.

Tour: Iranians ship $84 million of Syrian oil to China




Reacting to a report that a Maltese-flagged tanker is providing a lifeline to the regime of Bashar al-Assad by shipping Iranian oil to China, in violation of EU sanctions, the foreign and transport ministries said they took immediate action last week as soon as it became known that some Malta-registered Iranian vessels could be involved in the transport of oil from Syria in breach of sanctions.
Following the necessary verifications with the owners of the vessels, including the MT Tour, a decision was taken to immediately suspend the ships’ registration certificates and strike them off the register within a month.

[April 1]Maltese-flagged tanker Tour reached the Syrian port of Tartus at the weekend, where it loaded the 120,000 metric tonne (132,277 tons) cargo of light crude oil.
The vessel was last spotted near Port Said in Egypt, where is was due to arrive on April 4. Its final destination was not available but "I was asked to provide an option to ship to southern China or Singapore," the Chinese buyer as Zhuhai Zhenrong Corp, a state-run company hit by U.S. sanctions in January.  Syria, a relatively modest oil exporter, has been able to sell its crude into Europe, its traditional destination until September last year when European Union and U.S. sanctions halted exports.
The crude oil cargo, worth around $84 million assuming a discounted price of about $100 a barrel, could provide Assad with much-needed funds after another round of sanctions designed to further isolate the country's ailing economy were imposed by the European Union last week.   Syria planned to sell oil directly to the Chinese but had trouble finding a vessel. The Iranians, however, had stepped in to lend a helping hand through one of its Malta-based companies, which sent one of its ships to collect and deliver the cargo.    ISIM Tour Limited, which is also registered in Malta and has been identified by the US Department of Treasury as a front company set up by Iran to evade sanctions.    Malta was ready to de-register the entire Iranian fleet flying under the Maltese flag, perhaps even before the expiry of an EU clause honouring IRISL contracts until November 2013, after a possible review along such lines.


“We’re moving in that direction,” , with the reservation that Iran should not simply be allowed to relocate its ships to other European countries. “We believe that all services to IRISL should be prohibited,” Dr Borg said. “We are ready to make that sacrifice, provided that all countries also make the sacrifice. Otherwise it would be masochistic.”

According to senior officials, New Delhi has conveyed to Teheran that it stands committed to the joint venture even after its privatisation which is expected to take place by next month.

SCI has a 49 per cent equity holding in the joint venture company which has a majority holding by the state-owned Islamic Republic of Iran Shipping Lines.

Sources said the reassurance to the Iranian government has been informally conveyed since the joint venture was conceived as a government-to-government partnership way back in 1974.

The government has decided to offload 51 per cent equity in SCI in favour of a strategic partner while at the same time passing off 3.12 per cent shares to the employees. The government currently holds 80.12 per cent stake in the public sector shipping giant.

Norwegian navy has sold its frigate Horten to a former military officer and UN captain, Svein Johnsen and an anonymous partner,will use it to keep pirates at bay. Financing for Clear Ocean was in place Clear Ocean, will include the frigate, up to eight new ships, six helicopters and a surveillance plane, to patrol the Gulf of Aden and waters off Somalia.

The vessels will be armed, and the helicopters will be used to localize pirates. Officially, Clear Ocean has a 10-year contract with the government of Somalia to protect Somalia’s fishing fleet. “We are to protect fishing vessels who will pay for the fishing rights which again will increase the revenue in the fisheries for the government,” Clear Ocean was “not in the business of chasing or arresting pirates” and that the weapons on board are “to protect our own assets and customers, if we are asked to protect Norwegian shipowners, we will of course do so,” for a price to be negotiated.
Clear Ocean’s vessels will have a weapons system on board that can stop a boat from a distance of two kilometers. “If the pirates don’t stop before getting within 800 meters of us, they will be stopped,”
The defense ministry said it had no qualms about the planned operations for the Horten, which even has served as a temporary royal yacht in Norway. “We are glad the ship was sold and we got a good price (NOK 45 million) for it.” “We have no opinions about how it will now be outfitted or used. We hope it can be used in a positive way in the area.”
The boss of Norwegian shipowning company Stolt-Nielsen announced his family-owned firm now has armed guards on board Stolt-Nielsen vessels off the coast of Africa.

“We would gladly avoid having to do this, but we have no choice,” Niels G Stolt-Nielsen, “When we don’t have a convoy or patrol boats in the area, we’re hiring in armed guards from Yemen’s naval defense forces.”

Stolt-Nielsen called the pirates “terrorists,” and claimed that “the only language (they) understand is warning shots. Then they’ll back off.” He said armed guards are necessary. “There are people on board the ships who need to be protected,” he said, along with the value of the vessels and their cargoes.

Stolt-Nielsen, Frontline and Fred Olsen are trying to fight back. Frontline, controlled by tanker tycoon John Fredriksen, and veteran shipowner Fred Olsen are considering having armed staff on board, but won’t go into detail.

“We don’t have any weapons on board, not yet,” Olsen“the entire industry is drafting this now.” Olav Eikrem, technical director at Frontline also said he wouldn’t rule out having armed guards on board “soon.”

* Tuesday 27 July - SOME 24 firms allegedly associated with Islamic Republic of Iran Shipping Lines, two of them based in Britain, have had their assets frozen by the European Union, To put further pressure on the IRGC, which the EU sees as the body controlling the nuclear programme, a number of top leaders were placed on the visa-ban list for the first time.

They include the head of the navy, Rear Admiral Ali Fadavi; the head of land forces, Brigadier General Mohammad Pakpur; and the IRGC's deputy commander, Brigadier General Hossein Salami.

The 27 European foreign ministers, in a statement, said they had agreed on “a comprehensive and robust package of measures in the areas of trade, financial services, energy, transport as well as additional designations for visa ban and asset freeze,” saying that it would focus on Iranian banks, the Islamic Revolutionary Guards Corps and the Islamic Republic of Iran Shipping Lines.

IRISL : Germany, and Hong Kong.





IRISL has been transferring nominal ownership of the ships to shell companies, mainly in Malta, Germany, and Hong Kong. IRISL already had operations in these locations, making them convenient spots to set up new front companies. IRISL (Malta) Limited, for example, now shares its office space in a low-rise apartment building in the city of Sliema with a host of newly formed companies, including Jackman Shipping Company, Newhaven Shipping Company, Lancing Shipping Company, Oxted Shipping Company, and ten others, each of which is now the new registered owner of an IRISL vessel. The same pattern was followed at IRISL’s German branch. The Hamburg address of IRISL Europe GmbH is now also home to “Seventh Ocean GmbH and Co.,” “Eleventh Ocean GmbH and Co.,” and “Twelfth Ocean GmbH and Co.” These companies are the new owners of the sanctioned vessels formerly known as “Seventh Ocean,” “Eleventh Ocean,” and “Twelfth Ocean,” which have been re-named “Gabion,” “Daffodil,” and “Dandle,” respectively.

Malta among the countries in which Iran is using to set up companies to circumvent current and future embargoes.

Other countries that are mentioned are Cyprus, Hong Kong, Germany and the Isle of Man.

Iran’s state shipping company is carrying out a systematic campaign of deception to protect its international trade from current and future sanctions at the United Nations Security Council.

The Islamic Republic of Iran Shipping Lines (Irisl), which has close links with the country’s notorious Revolutionary Guards, is to be singled out in sanctions that are being voted on in the Security Council today.

The organisation’s campaign of deception is outlined in a report released last month by the Wisconsin Project on Nuclear Arms Control into Irisl’s reconfiguration. The report details at least 80 ships out of a known fleet of 123 that have been renamed in the past two years, with telltale names such as Iran Gilan substituted by innocuous-sounding English titles such as Bluebell and Angel. One was renamed Alias, the report states.

The report named “shell companies” that have been set up in locations from Malta to Germany to run supposedly independent shipping lines.

These secretive shell companies could come under review if a potential embargo is placed against Iran, and Malta-registered entities could be banned under international law. here

The Islamic Republic of Iran Shipping Lines (IRISL), which has as its Mediterranean hub the Malta Freeport, is in the PSI’s sights. With some 150,000 TEUs per annum, IRISL generates more than 10% of the Freeport’s existing business. It is the Middle East’s largest commercial shipping company – and it has set up base in Malta as well.
And the Freeport is certainly a matter of interest for the US. The US Department of State and Department of Defence joint report to Congress, an annual report justifying military grants to Malta, described the Malta Freeport in 2005 as a “potentially serious weapons of mass destruction (WMD) transhipment threat.” It claimed the greatest concern to the US on the Freeport is the potential movement of WMD and missile-systems-related items. “The threat of WMD and dual-use material transhipment through the Maltese Freeport is potentially serious. In 2004, the Islamic Republic of Iran Shipping Lines (IRISL) established Freeport as its Mediterranean hub. Also, Malta is close to other states of interest (Libya and Algeria).”
With nearly one-third of all international maritime traffic passing through Maltese waters, the Freeport also serves as a transit link in the flow of goods to and from “sensitive areas” such as Libya, Iran and the Balkans. And although the PSI won’t grant the US a carte blanche to board Maltese-flagged vessels, the target will include transhipment operations for goods destined to the Middle East.
And yet, trafficking in weapons of mass destruction is not the real problem because, except for North Korea, no states are known to have exported WMDs. That’s because nonproliferation is not about intercepting complete weapons systems in transit, but to prevent the shipment of the ingredients to build WMDs. These ingredients – components, technologies, and production materials associated with WMD — are far more elusive because they have civilian as well as military uses and their trade is not illegal. here

Shallon Overseas Limited


The Isle of Man company, Shallon, is part of a network set up with the help of Nigel Howard Malpass, a British shipping consultant who serves on the boards of Smart Day and companies connected to 43 other ships previously registered to Irisl, records show.

And the shares of many of those companies are held by yet another Isle of Man company, Woking Limited, which records show is wholly owned by none other than Irisl.

“I did used to be involved with Irisl,” Mr. Malpass said in a telephone interview, adding that while he had set up companies at the company’s behest, he had since “disassociated” himself.

Francop: advanced AA platforms aboard





Reports in Israel say advanced anti-aircraft platforms never before found in the region were on board.

The registered owner of the vessel is Francop Shipping Ltd. Isle of Man, and hence to the German shipping company Reederei Gerd Bartels, based near the port of Hamburg. Mirko Bartels of the private shipping firm : "We have nothing to say." Ship manager: BARTELS G. 23, Wacholderweg, Neu Wulmstorf
Syrian Foreign Minister Walid al Moalim called the Israeli commandos "pirates" and denied the ship was carrying weapons in televised comments made during a visit to Tehran on 03 November.


In the past year, Lebanese authorities have arrested approximately 70 people on suspicion of spying for Israel. Last month, the Lebanese Army said it had found three eavesdropping devices attached to Hezbollah's private fiber-optic communication lines. The containers were owned by the Islamic Republic of Iran Shipping Lines Group.

Hansa India: UK bans all commerce with IRISL





The UK Treasury on Oct. 12 ordered financial services companies to cease all commercial relations with the Iranian ocean carrier IRISL amid concerns it has been involved in helping Tehran to develop nuclear weapons. The Treasury's announcement follows a report by German magazine Der Spiegel that a major arms consignment was confiscated from the IRISL-chartered Hansa India at Malta Freeport on Friday. The 3,425-TEU vessel was reported to be en route to Syria. [Malta reports:The cargo consisted of a large consignment of cartridge cases and copper discs.]

The order, issued under the Counter Terrorism Act 2008, also applies to Iran's Bank Mellat.

"Vessels of the Islamic Republic of Iran Shipping Lines have transported goods for both Iran's ballistic missile and nuclear programmes," the Treasury said in a statement.

"Financial and credit institutions will no longer be able to enter into new transactions or business relationships with these entities nor to continue with existing transactions or business relationships unless they are licensed" by the Treasury.


Iran's Bank Mellat declared the UK Treasury's order to impose conditional restriction on the bank's direct transactions with British financial institutions will not lead to freeze of Bank Mellat's assets in the European country.

The decision means further direct financial transactions between Bank Mellat and UK institutions are legal if they are carried out under more supervision and specific condition, does not include indirect financial exchanges of the bank and it does not involve restriction on trade companies and commercial institutions linked to Bank Mellat.
